The Risky Nukey

After tsunami devastated Japan, she is facing a new problem. Radiation from its nuclear plant brought fears of health risk to people within the 80-km radius. With that, I think we made a good decision when the Filipino people cried to the government to shut down the Bataan nuclear plant in Morong. But how safe are we even if it's not operational?
The Bataan nuclear plant sits near the South China Sea. Is there a possibility that a tsunami could damage this power plant to cause a leak? The government spends around ₱40 million a year to maintain it. Couldn't the government just deconstruct the plant entirely?
